Principals, Graham Armstrong and Bill Unkles, are economists with extensive experience in project evaluation.  Graham has unparalleled knowledge of the energy and energy efficiency area, critical to developing effective Greenhouse Gas abatement policies.  Bill's experience is in Urban and Regional Economics, business strategy, tourism, transport and planning sectors.  Bill has recently returned from Riyadh where he was advising the Saudi Arabian Government on Urban Management and related Economic Policy.

Associate Consultants, Ms Holly Darling assists with research and analysis, technical writing and reporting, and Russell Smith a Transport and Logistics analyst.

Graham has just provided a paper to the International Energy Policy and Programme evaluation conference in Bangkok.  The paper highlights the need for rigourous evaluation of energy efficiency schemes ensuring that the evaluation focuses on additionality, that is the changes driven by the program, rebound effects such as increased use of power offsetting increased efficiencies and attribution, ensuring the impacts are specific to the program being evaluated.  The paper highlights the problems with Victoria's 6 star energy rating system for housing due to the lack of performance based testing of houses.     

Bill spent 2016 advising the Arriyadh Development Authority on a range of urban managment and economics issues.  These included improviding urban liveability and  its international recognition, Planning Law and the Arriyadh Metropolitan strategy and the implementation of the Nations Vision 2030 program in Riyadh.  He also advised on a major parking precinct plan in Riyadh providing costing and development brief advice. Bill has recently completed a brief analysis of jobs change in Melbourne noting the relatively even spread of jobs growth across the Melbourne metropolitan area.
